The Intelligent Building Readiness Index will be used to measure the ability of buildings to use information and communication technologies and electronic systems to adapt the operation of buildings to the needs of occupants and the network and to improve energy efficiency and overall building performance.
The aim of the Intelligent Building Readiness Index is to raise awareness among owners and occupants of the value of automation and electronic monitoring of technical systems in buildings, and to inspire confidence among occupants about the real savings that can be achieved through these new intelligent functions.
The assessment of the intelligent readiness of buildings will be based on an assessment of the building or building unit in terms of its ability to adapt its operation to the needs of its occupants and the network, and the potential to improve its energy efficiency and overall performance.
In particular, its calculation methodology will be based on three main functions in terms of the building and its technical systems:
- The ability to maintain energy efficiency levels and the operation of the building by adapting energy consumption, for example through the use of energy from renewable sources;
- the ability to adapt the way the building is operated to the needs of the occupants, taking into account user-friendliness, the maintenance of healthy indoor climatic conditions and the possibility of providing information on energy consumption
- The flexibility of a building in terms of overall electricity demand, including its ability to enable active and passive as well as direct and indirect demand response in terms of the grid, for example through flexibility and load transfer capabilities.
The European Commission on 14 October 2020, after consulting the interested parties, has adopted Regulations ΕΕ/2020/2155 and ΕΕ/2020/2156. Regulation ΕΕ/2020/2155 concerns the establishment of an optional common European Union system for the assessment of intelligent building readiness and Regulation EU/2020/2156 refers to the detailed description of the technical details for the effective implementation of an optional common Union system for the assessment of intelligent building readiness.
In addition, two technical studies have been carried out for the European Commission on the definition of the Intelligent Building Readiness Index and its calculation methodology.
The implementation of the Intelligent Building Readiness Index rating system by Member States is optional.
